이 글의 목적은 소통연구의 관점에서 기존 재난재해 연구와 위험인식 논의를 비판적으로 검토하고 대안적인 이론모형을 제시하는 데에 있다. 이는 다음 세 가지 인식에서 출발한다. 첫째, 오늘날 변화된 환경 위험 양상들을 이해하기 위해 재난재해를 물리적 사건이 아닌, 담론적으로 구성되는 사회적 소통의 결과로 규정할 필요가 있다. 둘째, 재난재해 현상을 분석하는 데에 있어 기존의 전문가 집단과 공중의 위험인식을 양분하는 관리주의적 관점을 극복해야 한다. 셋째, 위험인식을 재난재해에 대한 심리적 반응으로 이해하는 수준을 극복해야 한다. 우리는 재난재해와 그에 따른 위험인식을 연구할 때, 언론의 뉴스 틀과 공중의 인지적 틀 형성에 주목하고, 공중 간 공적 및 사적 소통경로에서 발생하는 상호작용에 따라 담론 구성체가 형성하는 과정을 보아야 한다고 제안한다. 담론 구성체는 ‘이해하기’와 ‘의미 찾기’에 수반하는 인지적 대응은 물론 이에 따른 개인적이거나 집합적인 대응 행동을 포함한다. 이 글은 결국 환경 재난 담론모형을 이용해서 환경 재난재난 사건에 대한 공적 및 사적 경로를 교차하는 소통, 인지적 틀의 형성, 위험 인식과 그리고 대처 행동을 통합적으로 검토할 수 있으리라는 전망을 ‘환경 재난 담론모형’을 통해 제시한다.

This study aims to critically review past studies on disaster and risk perception, and to suggest an alternative theoretical model from the perspective communication study. Three points were made to problematize past studies. Firstly, today’s environmental risk events redefine the notion of ‘disaster’ as discursively constructed communicational phenomena, not as physical events. Secondly, the past managerial viewpoint dichotomizing the professionals’ and the public’s risk perception is no longer valid. Thirdly, ‘psychometric paradigm’ and ‘affect heuristic’, the two dominating concepts actively utilized in risk perception studies, reduce the concept of ‘risk perception’ as psychological reaction. This study reconceptualizes the notion of ‘risk perception’, and suggests a theoretical frame for analyzing communicational risk events. Risk perception is ‘comprehensive judgement’ conducted through three cognitive processes: ‘sense-making’, ‘meaning-seeking’ and ‘coping.’ Along this process, ‘discursive construct frames’ in both public and private communicative systems are adapted. Sequential risk behavior comprises of perception, emotion, and behavioral reactions. Lastly, this study examines the applicability of the proposed model against recent events of environmental disaster.
